Sen. Hontiveros Demands Senate Probe of Water Deals, Supports PBBM's Reform Efforts

Senator Risa Hontiveros has ignited a fresh wave of scrutiny over the Philippines' water sector. On Thursday, she formally requested an urgent Senate investigation into potentially disadvantageous joint venture agreements (JVAs) between local water districts and private concessionaires. This call for investigation arrives as the Marcos Jr. administration, led by President Bongbong Marcos (PBBM), pushes forward with reforms aimed at addressing the long-standing issues plaguing the nation's water supply.
Hontiveros’ concern centers on the fairness and transparency of these JVAs. She argues that the current agreements may be placing undue burdens on consumers and hindering the ability of local water districts to effectively manage and provide affordable water services. The senator believes a thorough investigation is crucial to determine whether these deals have been structured in a way that favors private interests over the public good.
“We need to examine these contracts with a fine-tooth comb,” Hontiveros stated. “Are these agreements truly benefiting the Filipino people? Or are they simply enriching a select few at the expense of the majority?” She emphasized the need for accountability and transparency in all dealings related to water resources, which she considers a fundamental human right.
The senator’s call for a probe isn't a complete rejection of reform efforts. In fact, Hontiveros has expressed support for President Marcos Jr.’s initiatives to overhaul the water sector. She recognizes the urgency of the situation and acknowledges that meaningful change is necessary to address issues like water scarcity, inadequate infrastructure, and unaffordable rates.
“I commend President Marcos for recognizing the need for reform,” Hontiveros said. “However, reform must be comprehensive and must prioritize the interests of the Filipino people. An investigation into these JVAs is a vital component of that reform process.”
The timing of Hontiveros' request is significant, as the government grapples with ongoing challenges in the water sector. Recent controversies surrounding water rates and service disruptions have fueled public frustration and underscored the need for decisive action. The Senate investigation, if approved, could shed light on the complexities of these agreements and potentially lead to revisions or even cancellations of deals deemed detrimental to the public.
The proposed investigation is expected to involve summoning representatives from water districts, concessionaires, and government agencies to testify and provide documentation. Senators aim to scrutinize the terms and conditions of the JVAs, assess their impact on consumers and local communities, and identify potential areas for improvement.
Ultimately, Senator Hontiveros hopes that the Senate investigation will contribute to a more equitable and sustainable water sector in the Philippines, one that prioritizes the needs of the Filipino people and ensures access to clean, affordable water for all.
